Ukraine Peace Deal: 27 European Leaders Set for Washington Summit as Trump Administration

President Trump confirmed the upcoming visit but notably declined to specify which European leaders of government would be in attendance. The ambiguity surrounding the guest list has sparked intense speculation within diplomatic circles about the potential format—whether it will be a collective meeting or a series of bilateral discussions. A White House spokesperson stated that further details would be released “in due course,” leaving the exact composition and agenda of the summit unclear.

The announcement comes amid a dramatic escalation of violence on the ground. Just hours before the President’s remarks, Russian forces launched a massive aerial assault on the Ukrainian capital of Kyiv. The attack set the city’s main government building ablaze and resulted in the confirmed deaths of at least four civilians, a stark reminder of the urgent and brutal reality of the conflict that the Washington talks hope to address.

A Dual Strategy: Diplomacy and Economic Pressure

President Trump outlined a dual-pronged approach, coupling direct diplomacy with intensified economic pressure. When questioned about the war, he expressed that he was “not happy” with the recent offensive actions by Moscow. Despite the grim developments, he affirmed an optimistic outlook, stating, “we’re going to get it done,” and predicted a settlement to the conflict in the near future.

Crucially, Trump revealed plans to engage directly with both sides of the conflict, noting his intention to speak with Russian President Vladimir Putin “soon.” This signals a potential return to the President’s favored style of personal diplomacy, though it raises questions about the coordination of messaging and strategy with European allies.

Alongside diplomatic efforts, the administration is preparing to ratchet up economic pressure on the Kremlin. President Trump indicated that his administration may soon unveil a “second phase” of sanctions against Russia, designed to target previously untouched sectors and close existing loopholes.

Echoing this hardline economic stance, Treasury Secretary Scott Bessent provided further details on NBC’s Meet the Press. He suggested that the United States is actively exploring a coordinated effort with the European Union to impose secondary tariffs on any nation that continues to import Russian oil. This aggressive tactic aims to economically isolate Russia by punishing its trading partners, thereby crippling a vital stream of Kremlin revenue.

“If the U.S. and the EU can come in, do more sanctions… the Russian economy will be in total collapse,” Bessent asserted, underscoring the administration’s belief that severe economic pain is the key to forcing Moscow to the negotiating table.

Zelenskyy Calls for Action, Not Just Words

The news of the Washington summit was met with a measured response from Kyiv. Ukrainian President Volodymyr Zelenskyy, while likely welcoming the renewed high-level focus, has consistently insisted that international expressions of solidarity must quickly translate into concrete actions. In recent statements, he has fervently called for the very measures now being discussed: tougher sanctions, comprehensive trade restrictions, and tangible military support.

President Zelenskyy has repeatedly argued that for any Ukraine peace deal to be sustainable and just, the economic repercussions against Russia must be real and devastating, not merely symbolic. The outcome of the Washington talks will be closely scrutinized in Ukraine for evidence that its allies are prepared to back their diplomatic efforts with the unequivocal economic force necessary to alter the Kremlin’s calculus.
