Europe’s Drought Crisis Forces Poland to Shut Down Coal Power Plants
Poland’s reliance on coal has been laid bare this week as a punishing European drought forced one of the country’s largest utilities to scale back electricity generation at two major power stations, stripping more than a gigawatt from the national grid and reigniting debate over how quickly the country can wean itself off fossil fuels.
Energy company Enea confirmed it had been compelled to reduce output at its Kozienice and Połaniec coal-fired plants earlier this week after water levels in the Vistula River fell to critically low levels, leaving insufficient supply to keep the plants’ cooling systems running at full capacity. The reduction removed roughly 1.3 gigawatts from Poland’s power system, enough capacity to supply more than a million average households, and represents close to two percent of the country’s total generating capacity.
Rivers Run Dry as Heat Grips the Continent
The scale of the problem became clear on August 5, when river flow near the Kozienice plant dropped to just 135 cubic metres per second, a figure that reflects how severe this summer’s drought has become across much of Europe. The plant’s cooling system alone typically draws between 80 and 100 cubic metres of water per second from the river, meaning it was pulling more than half of the river’s remaining flow to keep operating.
This is not an isolated Polish problem. Across the continent, an unusually long run of heatwaves has left soil parched, reservoirs shrinking and rivers running at record lows. Hungary was forced to shut its Paks nuclear plant entirely for the first time in more than four decades after water levels in the Danube fell too low to cool its reactors, cutting nearly half the country’s domestic power supply overnight. Romania has faced similar pressure on its own Danube-fed nuclear capacity. The common thread linking these separate national crises is unmistakable: Europe’s ageing energy infrastructure, built for a more predictable climate, is struggling to cope with the water scarcity that now accompanies extreme summer heat.
A Wake-Up Call for Poland’s Energy Mix
For years, Poland has remained one of the European Union’s most coal-dependent economies, even as it has steadily added solar and wind capacity. Renewables now make up a substantial share of installed capacity, but coal still plays an outsized role in keeping the lights on during periods of peak demand, particularly in winter. This week’s disruption illustrates a different kind of vulnerability, one that emerges precisely when temperatures rise and electricity demand for air conditioning and cooling climbs.
Energy analysts have long warned that coal and, to a lesser extent, nuclear plants that rely on river water for cooling are becoming an increasingly fragile foundation for national grids as climate change intensifies drought cycles. Unlike solar panels, which generally perform better in hot, sunny conditions, thermal power plants become less reliable exactly when a heatwave pushes demand higher. That mismatch is now playing out in real time across Central Europe.
Polish authorities have not indicated that blackouts are imminent, and the national grid operator has mechanisms to draw on imports and other generation sources to offset the shortfall. Still, the incident adds urgency to discussions already underway in Warsaw about the pace of the country’s energy transition. Poland only recently adopted its long-delayed National Energy and Climate Plan, which sets a target of deriving well over sixty percent of electricity from renewable sources by 2040 while slashing coal’s share to a small fraction of the mix. Poland also began producing its first offshore wind electricity in July, a milestone officials have pointed to as evidence the transition is gathering pace, even if it remains years from completion.
Pressure Mounts on Policymakers
Environmental groups and energy researchers were quick to seize on this week’s shutdowns as proof that further delays carry real operational risk, not just climate consequences. Every gigawatt of capacity lost to a drought-hit coal plant, they argue, is a gigawatt that renewable and storage capacity could theoretically have supplied without the same vulnerability to water scarcity.
Government officials, for their part, have acknowledged the strain but point to a nuclear power program already in the pipeline, along with continued investment in wind and solar, as the longer-term answer. Poland’s first nuclear plant, however, has already faced delays, with construction now expected to begin in 2028 rather than 2026 and commissioning pushed back to 2036, meaning the country will likely need to navigate several more high-risk summers on its current energy mix.
For residents and businesses, the immediate concern is less about long-term strategy and more about reliability through the rest of this summer. Forecasters say little meaningful rainfall is expected in the coming days across much of Poland and its neighbours, meaning river levels are unlikely to recover quickly. Enea has not said when it expects to restore the Kozienice and Połaniec plants to full output, only that operations will resume once water conditions allow.
